Sure describes our ballot iniative process

The Founders designed a government that would resist mob rule. They didn’t anticipate how strong the mob could become.

About 80/85% of our ballot initiatives are partisan crap, and we get stuck with them.

Here in Arkansas we regularly have ballot initiatives "to permit the XYZ company to establish a casino in ABC county" -- basically selling the county to the company.

The Populists and Progressives pushed the I&R process in the 1890s to break the back of the special interests and big money lobbies who found having governors and legislators on their payroll was a good investment. Do you think the Legislature and Governor of California would have passed Proposition 13 on their own ?
