      The man had a duty to act -- regardless. Here in the US, we would call that cowardice.

        Vern: I think that it would be called cowardice everywhere. He may have been old and overweight but he was still a trained police officer in a country where police have traditionally not been armed and was presumably trained (at some point) in unarmed combat. In any case, police cars are normally equipped with flashlights and a flashlight can be used as a baton and most men wear leather belts and a leather belt can be a weapon as well (in fact, a lifetime ago when I was in the Canadian army reserves, we were given an unofficial lesson in the use of our web belts as weapons).

            We call him that guy. That guy is always there when the rest of us wish we were there. I think that guy exists in all occupations, but gets to be infamous in mine. Carry on.
