You cannot blame the homeless individual for gravitating to the city that provides copious services and benefits to indigents. I visited Sanfran often for over twenty years. Each year the problem spread as the numbers of bums proliferated. One neighborhood restaurant that I frequented would serve breakfast, free of charge, to any homeless that could make it in the door.
