Not incompetent in all the tactics of governmental corruption; and most of their constituents don't care--would regard them as fools if they didn't enrich themselves, like the black politician re-elected after conviction of taking a pay-off. (There have been several, actually, but the only name I remember is Adam Clayton Powell.)
