Let's break the humor down. Reagan and the car joke first. He goes to great lengths up front to point out that ordinary Russians are the source, that it is their gallows humor against their system. He tells it with sympathy for the people involved, and he is not demeaning them in any way. The serial punch lines, first "come back in ten years" followed by "the plumber..." make it a good joke, and I remember when he told it.

By contrast Jr. (who appears to share a sense of humor with Dad) tweets a meme with the punch line "because Americans would rather walk their dogs than eat them." Some will rate this 1 Chuckle but it fails at humor because there is a meanness to it. Do hungry people in Socialist countries really WANT to eat dog meat? No they don't.

The Trumps are not a light-hearted bunch. Their laughter, often forced, usually is at the expense of someone. Individual-1 certainly is known to kick people when they're down in pursuit of a derisive laugh.
