Madison reviewed over 100 amendments, not counting duplicates. Debate and redrafting began June 8, 1789. Congress reduced the number to 12 and adopted the slate of amendments on Sept 25, 1789. Two failed to be ratified and the remaining 10, were called the Bill of Rights. They were ratified on Dec. 15, 1791.
