Easiest way to make the apparent crime rate go down, just don't discipline minorities! Obama's school policy leniency was at least partially responsible for the Parkland shooter never being disciplined.

In our school system white kids are punished for bullying black students. Mean while, black bullys are not! The white kid who is the victim is scolded for causing the incident!
Also, black kids who steal cars are immediately released from custody. The black thief then blames white car owners for their black actions.
