The event was shut down by a single protester continually ringing a bell.

I can't understand how this did not violate any ordinance or rule. I hope this don't set a president as I can see other evens shut down the same way.,

There is definite something wrong here when the police stand by and allow this to type of noise disruption, imposed by ringing a loud bell repeatedly to the disturbance of others at a lawful gathering trying to hear the speaker, not only to the speaker but to others gathered there to hear him. You would think it would at least be a disorderly complaint/ disturbing of the peace of others. In which case a warning to the individual to cease or face arrest.
