The city of Birmingham and county of Jefferson were run by black Democrats recently where there were huge problems with graft and corruption involving sewer projects. After lawsuits and criminal prosecutions, that ended up with the largest municipal bankruptcy in the country. The Democrats reign supreme in their ability to turn metropolitan areas into rat holes with corruption and graft.

My comments were from my experiences but would apply probably to any state. We've had our share of political corruption as all other states as well but the one who stands out the most was governor Donald Siegelman, a democrat of course, who has recently been released from prison.
