An American can be born overseas, John McCain was born in Panama. If the child's parents follow what is required [registering the birth at a U.S. Embassy/Consulate] the child is recognized American. One of the parents must be an American, there is more I just can't remember at this moment.

There is no requirement that you must be a citizen to serve in the American military. You only have to prove that you are in the country legally. I served along-side a Canadian in 1969. He was drafted.
