How the hell can you escape prison on a Tractor ? ...

Do prison guards have to take an eye test ?
If they fail do they still get hired ?
Do they know that cell doors should be locked ?
I ask because prisoners seem to be climbing out of cell
windows using bed sheets tied together or casually walking
out the front gate on their way to buy cigarettes.
Or if they're not escaping, they're killing themselves.
Do cells contain coils of rope ? Are inmates allowed to keep
their neckties ? Aren't they supposed to be watched ?
    Just wondering.

Now we know what the Keystone Kops did after they retired from the movies.

This sounds like times from the past. I remember back as late as the late 70's a small town police dept and jail that housed a prisoner. He was allowed to come and go as he pleased as long as he didn't abuse it. He had limited use of one of the police cars to go get cigarettes or such and even answered the phone when no one else was there. Much like Otis on the Andy Griffith show. They never had any trouble out of him. He served his "time" for possession of pot and was released. They couldn't and didn't treat all prisoners this way though and of course couldn't even think of trusting someone so much now.

As far as the big time jails go there's a lot of corrupt guards. Look how many times El Chapo escaped with help.
