      What kind of close defense is that ship going to have, if facing a determined boarding party with fast boats and a determination to win a prize? Seems like the way to advance a career at the Pentagon these days is to invent fancy toys that capture the interest of fellow brass and the defense contractors. Step #1) make it cancellation-proof by spreading the work through as many districts as possible. Step #2) retire with full pension before everyone figures out that it will never work.

        For maintenance work, access to insides for repairs rather than build staging every time something needs to be done by humans? Perhaps entry may be required while in the seas too--can't set up scaffolding then. The second picture shows people on board.

        Also, that may not be the actual un-manned ship.

        Looks a little like Kevin Costner's boat from the Waterworld movie.
