Actually, that's dirt cheap. Consider what it would cost to put a killer team on the ground to take the buggers out.

Gulf War I and II helped us use up quite a bit of aging ordnance. I wonder if the expenditure of such large quantities of bombs in Vietnam, was a decision based on military strategy and cleaning up the stockpile.

Not when it comes to avoiding collateral damage. The whole idea in this operation was to kill the targets, not the whole neighborhood.
