Under the current rules, which passed under a Republican run House, that claim can be made of any House Speaker in any POTUS impeachment scenario.

Arguing against the claim is the fact that the VP has been left alone so far, and also the fact that the Congressional GOP has declined to participate in the effort at every turn. The only thing I can think of that would make Trump impeachable to the Congressional GOP is if he switched parties. Short of that, nothing comes to mind. And in the case of Ukraine, lack of evidence isn't an issue.
