The verses quoted do not deal with heathens or conversion -- they deal with Christians who cause problems or behave wrongly.

All is correct for those who are A BELIEVER, those who are not A BELIEVER must still be warned, chastised, advised or any other word one chooses to avoid pain of penalty. Scripture is wrought full of examples, one only has to read of the life of Elijah.
