The sticking point is language that allows Trump to dole out $500B(!) in free money with no public disclosure or oversight. Hell would freeze a thousand times over before a GOP house of Congress would authorize such an expenditure by say, Obama, who was comparatively honest about such things compared to our current President Quid Pro Quo.
