What happens if nobody pays the fine ? ...

Some of these fines are for $1,000, most probably are for a lot
less but for people out of work through no fault of their own, even
a small fine takes away from monies needed buy food, pay utilities
plus rent or mortgage. I would not pay a fine I considered possibly
illegal or at most grossly unfair. This fine business calls for some
police discretion, but the discretion seems to be sadly lacking.

        A lot.

There is no easy way with this one. It's that simple.

And think about this, while you live in comfort and a chosen seclusion:

If people loose their cool when confronted by simple isolation rules, like in NYC or elsewhere in the country, what do you think is gonna happen when the money runs out? Some jobs are just going away for awhile, because people won't spend money that way, and that's just how it is. Then they're mad, and hungry, with nothing to lose, and maybe armed.

Right now you take the resister's side when it's a ticket for breaking social distancing rules. Gonna switch sides when people start smashing stuff? That is one possible path of where this is headed.

Togey is right on the money with his comment. Another things is in the Constitution if a fine exceeds $20.00 the accused has a Constitutional Right to a jury trial of their peer's. This could clog up the courts more then it is and I can see fines being tossed. Will the ACLU step up to the plate?

The threats of fines and arrests are just threats for the most part. They expect these threats to yield results. They probably will. But that doesn't change the fact that a lot of these state and local officials are flirting with some constitutional issues regarding their lockdown orders. Now that these officials see the power they have, let's just wait and see how easy a lockdown order will happen in the future during this or that local or state "crisis".
