Why invent something if you don't intend to use it ? ...

I've seen demonstrations of crowd control gizmos that are
extremely efficient, don't cause injuries and don't cause
messes that have to be cleaned up the next day.
Both of these demonstrations were at least two years ago,
maybe more so any development problems should have
long ago been worked out. One was high pitched audio
which made the test subjects cover their ears and retreat.
The second was heat which at several hundred yards made
the test subjects extremely uncomfortable, enough to make
    them retreat in a hurry.
So where are they when they're needed ? Seems to me, the
use of either would have saved the community much grief.

I have watched tests of those gizmos you mention. Extremely uncomfortable for the targets (people)!

Liberal courts would side with the poor protester for ear damage or skin rash/cancer caused buy devices, while completely ignoring that the protestor made the choice to engage in illegal activity and the consequences that follow.
