Police will back off to avoid getting in trouble of other's making, insurance rates will go up if available at all. Would you sell a policy you know you will lose money on? Overall only a few amount of situations compared to the large number of police involved in the contacts with the rioters..If any illegal contact is done by an officer to a citizen, I'm sure it will handled either internally or by the court..By the way you did see the large number of officers injured during these events.
