don't work that way,
congress passes a referendum, law, whatever, or the President passes a bill saying that if Boggs moves to Boggsland, way out on that island in the pacific, or Atlantic or where ever, just not US soil, then the RED's get all made and what to move back under that rock in that rocky country, ,
then togor wants to move back to whatever ring of purgatory he controls,
whoever the president is or congress critters are can't say, 'well me made an exception for Boggs,,' cause the rest will want it to,
esp if they are part of one of the EEOC types,
next thing you know, everyone gets recognized,
and fair was in Italics,, meant to be sarcasm
