Can someone give me solid information about rubber bullets?

All I know is that the Israelis use them all the time to dispense rioters and they are supposed to hurt like hell. I was just reading about the ongoing riots in Portland which are now in their 6th week. Apparently President Trump sent some Marshals down there to protect a Federal building which the rioters wanted to burn. The Marshals fired rubber bullets at them. One of these bullets struck a rioter in the head and allegedly caused a fractured skull. He was taken to a hospital for surgery and the wound is supposed to be serious.

Now here is the strange outcome. The Portland Police say they support BLM and are now blaming Trump for "inflaming" the rioters and only making things worse! What the hell sort of logic is this? Are the Marshals just supposed to stand by and do nothing while these scum destroyed Federal property?

First of all, the term "rubber bullet" covers a wide range. The type used in Portland is the type called a "baton round." Imagine a section cut from a cop's baton (but made of rubber or some similar substance) and loaded into a tear gas gun cartridge case. These things are supposed to knock people down and are NEVER fired at the head. A young girl in Northern Ireland was killed by one of these, that went through her living room window.

There are also "rubber" or plastic bullets that can be fired from conventional rifle cartridges -- often with a special plastic break-away case. The bullet and case are one piece, with the joint between case and bullet weakened. They are charged from the base of the case, and when fired, the bullet breaks loose and goes down the bore. I have seen a man shot with one of these. The bullet hit him in the wrist, was turned by the arm bone, and was found near the elbow.

One point should be made -- security for Federal buildings is the responsibility of the local police. If they fail or refuse to do their duty, then Federal agents step in.

Not NEARLY enough to be effective where crazed ragheads are concerned; tracers are what should be used, to make an impression on fellow rioters.

Instead of using rubber bullets why don't we use the crowd control
methods that exist - Heat and ultra-sonic. With these no one gets hurt.
I posted about this months ago. Why invent these things if there's
no intention of using them. If they're not needed now, then just how
bad does it have to get before they are ?

Actually, I think they should be shot with good old lead bullets.

Our local Federal Building, which houses the Federal court, is guarded by Deputy U.S. Marshals during the hours it is open.

The Antifa mobs have been declared Terrorists. That means
they're outlaws. We used to shoot outlaws.

Why should rioters not get hurt?

there are many varieties of 'non lethal' munitions,

you can buy (I have a couple from an estate, they may be LEO purchase only) 12 ga rounds that have rubber buckshot in them

MMB (the company that made the Gyrojet) also made non lethal beanbag rounds, from 38 spl up,, (I have a few rounds of the 38 spl, looks like a shot shell but has a tiny bean bag inside,)

all are make to hurt, or stop a person, all will kill if you are hit in the right spot, but are designed not to work like a bullet,
