Because he's, 33 years old with a BA in Political Science who was doing IT at the WH and made a good impression. How many $1M engineering R&D projects has he run, much less the $1B variety that are common in DoD-land? This is not running an ad campaign or updating the DoD web site. I'm sure the people in the Pentagon are wondering whether to laugh or cry.

Neither Red or Lyman are defending the guy on his qualifications. The best they can offer is that they don't have iron-clad proof that the guy isn't qualified. Plus with Red the usual extra nonsense.

Competency has never been a priority in Trump-world. What he craves is loyalty. Thus by year 4 the only ones left are the suck-ups and those looking to make a quick buck while the window remains open.

Jared, Ivanka, not competent. Trump has been quoted as saying negative things about the talents of his two grown sons (neither of which has ever held a job outside the family business).
