The Republican Congressman wants to see rioters stripped of federal benefits, included the $600 per week unemployment checks if they are convicted

Banks stated: 'Taxpayers are giving wages to jobless rioters that are destroying our communities. We need to... make them feel the full financial consequences'
He is also proposing that that those charged with rioting pay some of the policing costs for the protests at which they broke the law

Of course not--what Dems would like to do is INCREASE benefits to encourage more rioting with money subtracted from police budgets.
