Police trade-in items which are slow movers. Decaled as a novelty to move stagnant inventory. Since they require instruction/training to use properly I doubt they pose any real threat.
For general public use, a Louisville Slugger painted red with an added decal would be more effective. Only insomuch of actually hurting a few extra people. Until some savvy street fighting soul takes it away and uses it against them. Bat fighting is somewhat of an art too.
