After the SU collapsed, Ivan flailed about for awhile until Putin consolidated power. Now they weren't shackled to Communist ideology anymore but like The Who song "Won't Get Fooled Again", the same people were back in charge. They retooled their propaganda towards the West, for some reason concluding the right wing here was a more promising target.
