She is not calling it like it is. That's a uselessly broad brushed treatment of the subject and unprofessional. I read that as: a department defending it's prerogative to engage in bad shoots without facing consequences. You show me a cop who publicly says "yeah we effed that one up" and I'll show you a golden unicorn.
