This is the same Bannon currently under indictment for mail fraud, right? Scamming people who donated to build a Mexico wall. (That ought to tell you who he likes to scam, who he thinks the easy marks are.)

How can you say that? They go right to the credibility of the guy making the claim. Neither Bannon or Giuliani have made claims that have panned out in the past. Giuliani especially has been all over Ukraine and even the Senate Republicans have said there's nothing there. The elephant in the room for you on this one is is that the material is coming out of Russia. If you're going to tell me that this stuff should be believed without question, without independent verification, then that pretty much proves my point.

Trump will probably bring it up in the debate, and Biden will have some kind of response ready.

It's off topic, but do you believe Sandy Hook was a hoax? That claim circulated in the right wing information bubble. If you reject that claim, then you had to expend energy to do so. I don't exist in that bubble, so I never had to think about it. But the cumulative effect of all of these bogus claims is that they wear people down, get them to where they cannot tell the truth from lies. This is Soviet Union, Communist China, modern day Russia stuff you're swimming in.
