In 1968, he had killed a woman with a Molotov cocktail during riots in Pittsburgh
Cities across the country were rocked by violence after MLK's assassination

Moses escaped custody while attending his grandmother's funeral in 1971

Nothing changes? Did cops THEN turn their backs when public & private property was being destroyed by rioters? They might sometimes have lacked the manpower to control a rampaging mob, but they didn't willfully ignore looting & destruction because of political considerations. Any rational person would have to say that's one HELL of a change.
