You're wrong in thinking he has ever heard of it, knows anything about it. With the constant disruptions within his adm. (yes, his fault), how could he possibly have time to devote attention to such a technicality? The real failure lies with the NRA, after doing everything possible to support him, for not insisting on action, even to the point of a threat to renounce support for him. But there's an explanation for that too--the turmoil within NRA caused by Wayne LaPierre's incompetent leadership.Comment
