California has been crying "Drought" since time began ...

Well, since I've been here anyway (1963).
Southern California towns and cities were built where there was
little water so what did they expect ? All the water they need
has to be sent down from up north which plays havoc with our
local bays and it's wildlife. The South uses 80% of the water
which comes from watershed and snow from the North.
I wish I could cut off the flow and watch Alyssa Milano shrivel
    up and blow away.

Wait until California secedes from the Union, and we cut off all the water from the United States.

Some lawmakers in Texas have been flaunting the desire to secede forever. No problem accepting that federal aid and power from functional grids.

Sez here that 80% of Cali water goes to ag.

Given that much of that produce goes to the other 49, the Federal taxpayer is getting something of value in return.

However I draw the line at almond exports. It takes about 1 gallon of water to make 1 almond, and CA growers want to ship those to Asia! Taxpayers should not be asked to subsidize Asian almond milk habits. So how about a nice federal excise tax on almonds grown with taxpayer subsidized water? Unintended consequence: the growers will drill deep and beat the hell out of the aquifers in an attempt to escape the tax. I enjoy almonds but they are tough on the environment being as popular and thirsty as they are.
