Did Biden break the LAW by stopping building on Trump's wall?

Biden could have broken the LAW by stopping building on Trump's wall:

Government investigates the freezing of billions in construction funds

"On Tuesday Charles Young, public affairs officer for the GAO, confirmed that they were investigating whether Biden was legally allowed to end the construction, because the funding had already been approved. "

"Joe Biden immediately halted construction of the border wall on taking office
Now the Government Accountability Office is investigating whether that's legal
Budget rules are meant to keep Congress, not president, in control of cash flow

"On Tuesday Charles Young, public affairs officer for the GAO, confirmed that they were investigating whether Biden was legally allowed to end the construction, because the funding had already been approved."

Short answer is going to be "no" insofar as Trump had reallocated funds under emergency decrees. Once Biden un-decreed that emergency, the funds revert to their original purpose. There may be some quibbles on the margins of shutting down contracts, but the "wall" was never a Congressional mandate.

I'm sure the investigation will be looking into some of the various aspects of the funding. If the reallocations were approved by Congress the grey areas may get darker. If so, Biden might have to wear whip cream on his nose for a bit. Don't get up hopes for any impeachment.
