    Freeways aren't like the great pyramids of Egypt. They have a service life, and when that limit is reached, a decision must be made. Maybe it's someone else's turn to get a freeway for awhile.

      Apparently you didn't read the article as it said the reason was...

      “Black and brown neighborhoods have been disproportionately divided by highway projects or left isolated by the lack of adequate transit and transportation resources,” Biden’s Transportation Secretary Pete Buttigieg wrote on social media in December, promising to focus energy on “righting these wrongs.”
      The White House fact sheet plans $20 billion to “reconnect neighborhoods” suffering from current infrastructure and make sure all new projects “advance racial equity and environmental justice.”

          Back in the day, nobody gave it a second thought when the commuter expressway between downtown and the 'burbs cut through an older, poorer neighborhood. Ever live next to a freeway?

          I remember moving to the St. Paul area in the 1980's. The locals were fighting tooth and nail to keep 35E from reaching downtown from the south, because of all the land that got taken over plus the sight, sound, smell of all that traffic. They eventually lost, but as a consolation prize, the speed limit is kept low, if I remember correctly.
