-have used their best efforts to obtain government assistance for housing
-are unable to pay their full rent due to a substantial loss of income
-are making their best efforts to make timely partial payments of rent, and
-would become homeless or have to move into a shared living setting if they were to be evicted.-

The local outfit that looks out for "these people" has gotten phone calls asking for advice. It's been almost two years of warnings. I feel sorry for some of these folks. They might be aged and slow of thought. I'm sure the gov. has teams that can provide tents cheap. History repeats its self. There is no end of economic unbalance. Poverty has always been with us. But try and get a space on a sidewalk in San Francisco.

They say that poverty messes with how people think, that even the simple stuff becomes too much for them. Could be true.

For some poverty is the result of really bad circumstances, while for others it is a chosen way of life.
