Biden flagrantly ignores it and does what he wants, so maybe lawyers
generally figure if he can di it why not me ? Probably no one here cares
about the Prince Andrew case, but it's a case in point. Legal papers have
to be served (handed to) the person concerned and it has to be witnessed.
Lawyers for the plaintiff claim he was served, but he wasn't. The papers were
handed to his security people at the gate (or some such) It's no doubt
difficult trying to serve a Prince with legal papers, but the law is quite explicit
as to how it must be done.
