You're living in the past times have changed..There may still may be a few bad incidents but today, they eventually get weeded out via department better over site as departments are more aware of public watch via the news media, and cell phones, example the current horse back incident to cause them to perform correctly and as well as more restrictions to their job to do so! There will always be bad apples in the bunch but now days they eventually get tossed....
