The thing to remember is they were working here illegally because some employer didn't give a rat's ass about immigration status. He had a job that needed doing and someone willing to do it at the wages offered.
That said paying these people for lost back wages makes no sense at all to me.Comment

it those that apply were an integral part of keeping the state running, would they not have had a wage coming in?
I don't know of anyone that works for free,
Bruce,, most companies have to hire documented workers,
when I used to hire, the I9 process went from one small paragraph of the application and new hire paperwork to about 3 pages, ,
even the small companies we used to contract to do cleaning etc had to have proof of citizenship, or a non resident or resident alien card,
however not all companies apparently comply ,, and lots work outside of that rule and get away with itComment
