How about having daycare centers on ships, have the mothers stand watch over them-a new duty position. Eliminate the anger and bitterness of men over having to perform back to back tours of sea duty and having their tours of shore duty cut short by a non-deployable-i.e. pregnant or single mother female, eliminate those behaviors as legalized malingering.
