    Does the US have a treaty to defend Taiwan?

    No. The US will defend Taiwan when the Congress votes to do so.

    The Taiwan Relations Act does not guarantee the U.S. will intervene militarily if the PRC attacks or invades Taiwan nor does it relinquish it, as its primary purpose is to ensure the US's Taiwan policy will not be changed unilaterally by the president and ensure any decision to defend Taiwan will be made with the consent of Congres?

    It's a "gentleman's agreement." Gentlemen's agreements are only binding between gentlemen which means those Taiwanese have their fingers crossed big time because the ChiComs have so many options.
