Police said Douglas had attacked Jirajariyawetch on November 22, with surveillance footage capturing the brutal assault at a Midtown subway station
Douglas allegedly went on to attack another woman hours later
He has 44 prior arrests on record, including 16 on May 13, 2019 alone
Violent crime is up in all five New York boroughs
