    Civilians die in every all outright war.

    It is nothing new or notable but under todays rules even American Generals committed war crimes.
    Sherman?s sacking of Atlanta would be an example.

    Interestingly an actual international laws of war ban on targeting civilians didn't come into effect until 1949. In WWII every combatant targeted civilians in bombing attacks though some did it with more gusto than others.

    I find it interesting that there is a bunch of commentary on the Russians violating a convention banning the use of cluster bombs and thermobaric weapons. The Russians never signed the convention and therefore aren't bound by it. Other countries that have not signed the convention include China, India and the United States. We in fact used thermobaric weapons (remember MOAB - The Mother of All Bombs) in the not too distant past in Afghanistan. That was a very large thermobaric weapon. We also maintain stockpiles of cluster munitions. Ukrainian soldiers have been seen carrying what are probably one shot shoulder fired thermobaric weapons referred to by them as the "One Shot Flame Thrower." The Russians have RPG 7 rockets that have thermobaric warheads.

      War is not a legal proceeding. The losers are almost always treated to victor justice. So it was w/ The War Between the States, WWI, WWII, etc. So it will be with this go around. Sincerely. bruce.
