first declare to be 'bad' or raciss,

then commission a study to see if it can be fixed
the commission would have to be diverse, as in a company owned by a person of color and preferably LBGT

then a study for hazardous stuff
then a study for any critters that may be displaced, would not want the blind albino cockroach they spotted to go homeless,

then a commission on how to remodel the building , if salvageable,
or that same commission on the design of a new building,

then the bidding contract negotiations,, and you best be a POC LBGT etc etc


and the final contract will go to a shell company founded by the local politician,,,,
