In Ukraine they're fair game.

If he attacks in Poland or Lithuania he attacked a NATO country.

We steered clear of Red China in Vietnam. There are unwritten rules for how these things go. Usually however we're on the other end of the stick.

Setting fire to one's own needed industrial facilities strikes me as a suggestion that would not make the cut for actual false flag ops. The inconvenience outweighs the splash value.
