Why are the tanks just sitting there? Are they abandoned? Have to wonder about context.

Good question! But I don't think they would be destroying good tanks they could use and usually tanks used for range targets are spaced at different distances... but any things possible!.

They appear to be in an overwatch role, perhaps covering infantry.
