Given everything they are saying publicly, I very much doubt this is the case. The administration top-to-bottom has stated that they want to see the Russians lose this war. They've sent so much hardware abroad that DT is now worried that the Asians might invade the West Coast and with the scarcity of powder these days he won't be able to hold them off for very long.
