In the article they say, they will still be nice to criminals, just maybe not that nice.

shot, robbed or both, but where I live about 14 miles away in Marin
I don't bother locking my car or even my front door at night.
Of course without meaning to be racist, my boonies neighborhood
is totally White. Can't help but wonder why it's so safe.

There is no question that crime and violence is cultural in nature.

FBI statistics show that 51% of the counties in the US have zero homicides. Five percent have about 68% of the homicides. Change the culture of those counties to match the 51% and homicides would fall by more than 2/3s.
