    Chevron CEO says government to blame - as usual ...

    he went on to say that being constantly blamed for fuel costs plus
    the never ending regulations are the reason no refineries have been
    built in America since the early seventies. He continued by saying
    the probability of more being built in this country are about Zero.
    An honest assessment I'd say.
