What is it about Angola that is so attractive? We want to help the world be better. But what we really want is the same things China wants and we're pitching in 200B towards that goal. The target amount is 600B. Partnership for Global Infrastructure or something to counter Chinas Belt and Road plan. Way better than Build Back Better World, which sounds kind of well...

-China is one of the biggest investors in Angola and the volume of Chinese investment has exceeded US$20 billion, the Chinese Ambassador in Angola, Gong Tao, was quoted by Portuguese news agency Lusa saying in September 2019.-

Some of those countries have minerals. But they're bad investments because their governments suck. The Chinese have an advantage because they don't care about state losses. OTOH they wear out their welcome quick in some places once the word gets out how the locals have been screwed.
