It is not likely that Putin did it. If he wanted it done all he would have to do is turn it off. But there is a world leader that has publicly warned he would blow it up if Russia invaded Ukraine.

Yes he can! He said back when russia was going into Ukraine that he could stop Nord Steam 2! When asked how he would do that he replied "I have ways to stop it"! So, guess who did it? Mean while, a lot of methane (natural gas by product) is escaping into the atmosphere! He may not have given the order, but paid someone else to do his dirty work!
