But biden knows nothing about them even though he parks his car beside them. The second batch is secure--they are in a cardboard box in his garage and he keeps the door closed.

What I've read is that a lot of these files were taken when he was VP and a VP does not have the authority to declassify. I'm sure at this point that obama would quickly appear in the picture and claim he declassified them.
