Why would China do this? There are hundreds of Chinese satellites that can produce high resolution pictures of any where in the world. Why let a unguided ballon that depends on unpredictable jet streams and wind currents be launched?

Simple answer. If you really wanted to destroy the US, you could float a couple (or more) of EMP bombs under a balloon and detonate them over mid America. Pearl Harbor all over again.

I suspect that not only are you on to a possible scenario for a future action, I also think one of the reasons for this, and it has now come out this isn't the first time the Chicoms have floated over, is simply to see what we'll do....which seems to be nothing.

The pentagon is questioning why the first one wasn't spotted and shot down as soon as it entered our air space so Art may be correct. The Chinese are testing everyone's defense systems and watching for the reactions.

Yes, I think it was also a show to weaken U.S. moral in that the Japs were indicating they could reach U.S. and Canadian mainland soil.

Yes, I kinda, sortof brought that up along with anthrax. Since the biden administration waited till it got over water to be shot down and is now thoroughly drenched and washed it may be hard to determine if any virus was on board.
